Feature that counts the IfThenElse operators above the focus of a rule application. When operating in argument 2 or 3 (branches) of IfThenElse, a malus of 1 is added; when operating in the argument 1 (condition), a bonus of -1 is added.

pos - position where app is to be applied

goal - the goal on which app is to be applied

Returns:

the cost of the rule application expressed as a RuleAppCost object. TopRuleAppCost.INSTANCE indicates that the rule shall not be applied at all (it is discarded by the strategy).
